P Endorsement Course - Operating a Passenger Service Vehicle Course Information
A endorsement is required if you drive a small or large passenger service vehicle such as a taxi or bus (i.e. where passengers are carried for hire or reward). A small passenger service vehicle has a maximum of 12 seats (including the
driver), where a large passenger service vehicle has more than 12 seats.
Further to the above you will need a P endorsement if you drive a motor vehicle that is not being used in a passenger service environment but where:
a. One of the passengers has provided the vehicle, and
b. You are paid for driving the vehicle.
An example of this type of situation is a 'Dial-a-Driver' operation.
In order to apply for and obtain the P endorsement (operate a Passenger Service vehicle), there are a number of pre-requisites.
These include the following:
- Obtain a P endorsement application form (DL20) from a driver licensing agent such as AA, VTNZ, VINZ or On Road New Zealand.
- Check that you already have or are able to fulfil all requirements on the licensing form, (e.g. medical check, eye-sight check and a fit and proper person check with the NZ Police).
- You must have held at least a full Class 1 (car) license for at least 2 years. Note that holding an equivalent overseas license will not meet this requirement.
- You must attend an approved training course. (Cornerstone Training and Management Services Ltd)
- You will need to undergo a full Class 1 practical driving test if you have not done so within the past 5 years. You will need to book this with the driver licensing agent.
The Passenger Endorsement course involves and is designed to meet the following national unit standards:
17579 - Demonstrate knowledge of driver licensing requirements for endorsement P (passenger).
24089 - Demonstrate knowledge of fatigue management, work time, and driver logbook requirements.
If you have already obtained unit standard 24089 (e.g. when you completed class 2,3,4 or 5 license), you may wish to still receive some training as this will be a good refresher in light of any recent logbook changes. If you do not want to
undergo the logbook part of the training, you must provide a certificate showing that you have completed unit standard 24089 within the last 12 months. Please note however, it will be at the Trainers discretion whether you are exempted log
book training/assessment.
Duration: The duration of the P Endorsement course is one day.

Wheels, Tracks & Rollers Course Information
Course content is as follows:
- Describe special type vehicles and the appropriate health and safety requirements
- Describe legal requirements for special type vehicles
- Inspect special type vehicles for maintenance
- Prepare special type vehicles for use
- Manoeuvre special type vehicle
- Stop, shut down and park special type vehicle
Pre requisites:
Appropriate Class of license in relation to the special type vehicle for which the endorsement is required. Please note that the license endorsement and license class systems work together. If you are to operate special type vehicles (Plant/Equipment) on a road then your license has to cover both the vehicle type (endorsement R, T and/or W as applicable), and the vehicles weight (Class of license). For example, if the special type vehicle you wish to operate is a tracked excavator (digger) with a gross laden weight of 18,000 kg, you will need a Class 2 drivers license (weight factor), and a T endorsement (special vehicle type - tracked vehicle) on your license.
